The legend of the Whip began in Mexico. was Don Fernando Suarez, descended from Grandees of Spain, protector of the poor in Mexico (el Castigo) in a mask and bolero. Marissa Dillon was also a champion of the poor. Elsewhere Rodney Elwood Gaynor is a polo ace at his Long Island club. Later he and his 'man' Wing set out on a trip to Mexico, town of Seguro where he runs into no goods. He learns of the legend of El Castigo from Marissa and a local padre. There is a fight over the fate of a man Carlos condemned and El Castigo charges in on a black horse to break it up and challenge the crooked local sheriff. Gaynor adopts a local accent and frees the man. Later she wonders if he's visited South American where one would lean to weild a long bull whip. (Flash Comics #1)

Hundred years later El Castigo returns, this name used more often. Rod is buying the Suarez rancho place, Casa Risada, its owner Don Fernando was the original El Castigo. Marissa dislikes it going to an American. He and Wing Tai tour it, it looks haunted. Sheriff plots to get rid of the Whip. Appears to wear dark makeup, he drops in on the gang led by the sheriff. 2

The Whip takes up against local Mr. Grede, who abuses workers. He whips his fellows in a club into agreeing to change their practices. 4

Rod tries traveling north for a while, gets pulled over for speeding in Mexico and takes revenge on the crooked magistrate. 5

Marisa grows ever disdainful of Rod, enamored of the Whip. 6

A lesson of the conquistadors and 1836 Texas rebellion. In 1845 Don Basilio Seldon Carlomango Mercenas was one who fled, an original patrician land owner. He hid the entrance to a gold mine, was killed by robbers who later left a map to the mine with nice ranchers who care for him. Legend grew of the map and the original Whip stepped in to protect the ranchers.7

The rancher's son grew up in the house and his descendant in 1940 found the treasure map. The current rancher's son is kidnapped for the legendary map. Whips so strong it takes down windows and doors. 8

Someone impersonates the Whip at a gathering where Rod and Marisa attend. 9

The Whip faces down his double, who was hired by a rich chiseler Senor Toomer, to steal from a fundraiser.  10

When the Whip uses his weapon, he announces: May your soul be lost forever! May you suffer the tortures of the damned!! Men want to seize land that's good for oil, has to fight natives in the area. Whip gets captured and unmasked. 11

The Whip drives off men from Indian land, now the tribe will be rich.  12

The Whip seems to speak Spanish fluently.  13

The Whip entrusts his identity to the local Padre Demo.  15

The Whip now has a 'man,' Carlos who also knows his secret. 16

Gold discovered in the Whip's area and the claims clerk is crooked. Marisa kidnapped, he uses whip to lash onto a plane and rides it into the air.  18

The Whip's last Golden Age appearance was in 1945. (Sensation #43) There is a memorial statue of him at JSA headquarters. (JSA #55) The circumstances of his death are unrevealed.

The Whip II: Quality Comics

The publisher Quality Comics (whose properties were assigned to DC in 1957) created their own version of the Whip, too. This was a young man, Johnny Lash, whose family was migrating to the West. His parents were killed by raiders and Johnny learned how to weild a whip as a weapon from his new mentor, Pedro Gonzalez.

The feature was illustrated by the highly-regarded Reed Crandall, and ran from Crack Western #70–84 (Jan. 1951–May 1953).

The Whip III: Shelly Gaynor

He was succeeded as the Whip by his granddaughter, Shelly Gaynor. She was killed along with the Vigilante's new "Seven Soldiers" battling the Sheeda. (Seven Soldiers #0)

The Whip IV: The League of Assassins

Another female Whip (IV) was a member of Talia al Ghul's League of Assassins. She appeared as part of an assembly of villains, alongside Merlyn and Shellcase, in Azrael: Death's Dark Knight #1–3 (2009). The mini-series was created by Fabian Nicieza and Frazer Irving.
